its obviously IT officer scale 1(clearly mentioned in notification)....as you may not have the required work experience...i am also elex and comm. engg 2012 batch...i read the notification and it was clear that only IT officer suits elex and comm. engg(just confirmed today)...so dont apply for any other post or else your application will be rejected :P
